The 34-year-old deranged homeless man, Decarlos Brown Jr, who has been charged with attacking a 23-year-old Ukrainian woman on a Charlotte train, was out on the streets despite a nearly 20-year history of violence, arrests, and documented mental illness. He was free on a cashless bail after magistrate released him with a “written promise” to show up in court. According to several news reports, Decarlos was arrested at least 14 times in North Carolina for different crimes, including assualt, robbery, larceny and firearms possession, dating back to 2007. According to local TV station WSCO, his mother admitted that he has schizophrenia and should never be allowed to roam the streets.He was a free man until the cops arrested him for stabbing the Ukrainian woman Iryna Zarutska on the train, while she was going back home from her job. Chilling surveillance footage released last week shows Zarutska scrolling on her phone after boarding the Lynx Blue Line in Charlotte. Brown, in a red sweatshirt, is seen pulling out a pocketknife, standing over her, and stabbing her several times in the neck.She died at the scene as passengers looked on in shock. The attack has ignited national outrage, with many pointing to systemic failures that left a violent repeat offender free.
