Just days before what could become one of the largest IPOs in history, SpaceX has secured tax incentives for its proposed $119 billion chip and advanced computing project in Texas, sharpening investor attention on its growing push to diversify beyond space.

The decision marks a major step in the company’s expansion from rockets and satellite communications into semiconductor manufacturing and AI-linked infrastructure. Investors increasingly view the shift as central to Elon Musk’s long-term strategy of building an integrated technology ecosystem across space, communications and computing.

But the approval has triggered strong opposition from local residents, many of whom packed a public hearing to warn that the project could permanently alter the rural character of Grimes County and place heavy pressure on local resources.

Heated vote clears incentive pathway

Three county commissioners voted in favour of establishing a reinvestment zone that allows SpaceX to negotiate tax abatements for its planned development near the Gibbons Creek Reservoir. One commissioner voted against the measure, citing concerns over the scale of concessions offered.

The approved framework will temporarily reduce SpaceX’s property tax burden in exchange for investment and job creation commitments. It is designed to attract large-scale industrial projects that require significant upfront capital expenditure.

SpaceX and its partner Tesla are expected to invest about $55 billion initially, with total buildout costs potentially reaching $119 billion if fully realised.

Residents raise environmental and infrastructure concerns

Opposition dominated the public hearing, where more than 100 residents gathered at the Grimes County courthouse. Speakers flagged concerns over water usage, electricity demand, wildlife disruption and light pollution.

Many said the project risks fundamentally reshaping the county’s agricultural identity. Grimes County, home to roughly 34,000 residents, is characterised by open ranchland, low-density development and dark skies.

SpaceX defends economic case

SpaceX representatives said the tax incentive structure is essential for capital-intensive semiconductor manufacturing, where infrastructure and equipment costs far exceed those of traditional industrial projects.

A senior executive said the company recognised community concerns and would work to address infrastructure and environmental impacts responsibly.

Elon Musk also defended the agreement on X, arguing the project would still generate a net fiscal benefit for the county. He said the facility would become the largest source of revenue for Grimes County and increase overall tax inflows by about 25 per cent.

Economic promise versus local cost

Supporters argue the project could bring high-value jobs and major investment to a region they describe as economically underserved, while strengthening US capabilities in advanced semiconductor production amid intensifying global competition.

Critics, however, question why a company of SpaceX’s scale — and one led by the world’s richest individual — requires public tax concessions, particularly as it moves toward a potential IPO that could value it at around $1.75 trillion.

The debate reflects a wider US trend of states and counties competing aggressively to attract large technology projects through tax abatements that promise long-term gains but carry immediate fiscal trade-offs for local communities.

Strategic diversification beyond rockets

For SpaceX, the Texas project signals a deeper diversification into semiconductor and advanced computing infrastructure, sectors increasingly linked to artificial intelligence development and national industrial strategy.

Analysts say the move could position SpaceX as a vertically integrated technology powerhouse spanning space, communications and computing, aligning with Musk’s broader ecosystem strategy.
